La controversia entre los despachos judiciales involucrados se generó en torno a la interpretación que hicieron del factor territorial.
Concluye la Corte que la autoridad que debe dar el trámite a la solicitud de amparo es la elegida a prevención por la accionante, la cual corresponde también a quien le asignaron el trámite de tutela en primer término.
Se dispone enviar el expediente al Juzgado 7 Administrativo de Manizales para que de manera inmediata tramite y adopte la decisión de fondo a que haya lugar.

- Primero. DEJAR SIN EFECTOS el auto del 1 de febrero de 2018 proferido por el Juzgado 7 Administrativo del Circuito de Manizales (Caldas) mediante el cual se declaro sin competencia para conocer de la accion de tutela presentada por Lorena Constanza Mejia contra el Instituto Colombiano de Bienestar Familiar, -Regional Risaralda, Centro Zonal Pereira-.
- Segundo. REMITIR el expediente ICC-3256 al Juzgado 7 Administrativo del Circuito de Manizales, que contiene la accion de tutela presentada por Lorena Constanza Mejia para que, de manera inmediata, tramite y adopte la decision de fondo a que haya lugar.
- Tercero. Por la Secretaria General de la Corporacion, COMUNICAR a las accionantes y al Juzgado 2 Administrativo del Circuito de Pereira (Risaralda), la decision adoptada en esta providencia.
